What is commercial parking lot paving and mill and overlay?

Commercial paving covers any large asphalt surface used by customers, tenants, staff or delivery trucks. That includes shop lots, office parks, apartment parking, church lots, warehouse yards and access roads. The right fix depends on how much of the pavement is still sound.

Common approaches

  • New paving. The old lot is removed, the base is rebuilt and fresh asphalt is laid. This suits lots that have failed through the base.
  • Mill and overlay. A machine grinds off the worn top layer, and new asphalt goes on in its place. Curbs, drains and entrances keep their height, and the cost is often lower than a full rebuild.
  • Repair and patch. Failed areas are cut out and replaced while the rest is left alone.

A site visit tells us which one fits. For small problem spots, see pothole repair and patching.

What parking lot problems are common around Tampa?

Water is behind most commercial failures here. Heavy summer rain, flat areas that hold puddles and clogged inlets let water sit on the surface and soak into the base. Over time that leads to alligator cracking, potholes and soft spots, especially in drive lanes where trucks turn and where garbage trucks stop.

Other common issues include:

  • Faded asphalt and loose stone from years of sun
  • Oil and fuel damage in parking stalls
  • Broken edges where pavement meets curbs and landscaping
  • Tree roots lifting islands and nearby lanes
  • Worn marking that no longer shows stall lines or accessible spaces

If your lot only needs protection and small repairs, sealcoating and crack filling may be a smarter first step than a new surface.

What changes the cost of a commercial paving project?

We do not name prices before we see the site. A fair quote depends on these factors.

  • Total area. Bigger lots cost more overall, but the cost per square foot often drops.
  • Method. A full rebuild, a mill and overlay and a patch repair are priced very differently.
  • Thickness and base work. Heavy truck traffic calls for a stronger build than a lot used only by cars.
  • Drainage. Regrading low spots or repairing inlets adds to the scope but protects the new surface.
  • Access and phasing. Working in stages around tenants and deliveries takes more planning.
  • Striping and signs. New marking, accessible spaces and wheel stops are usually separate line items.

Ask every contractor to put these items in writing so the quotes can be compared fairly.

It depends on the size of the lot and the method. A small lot might take a few days, while a large property can take longer and be done in sections. Mill and overlay is often faster than a full rebuild because the base stays in place. Weather matters too. Asphalt cannot go down on wet ground, so Tampa's summer storms can shift the schedule.

To keep the business running, the work can be split into phases, with half the lot closed while the other half stays open. Night or weekend work may be possible for some properties, but ask early so it can be planned. After paving, the asphalt needs time to cool before cars can use it, and new striping can follow once the surface is ready. Details of that step are on our line striping page.

What should I expect on the day and when should I call?

Before work starts, tenants and customers should be told which areas are closed and when. Cars have to be moved, and cones or barriers mark the work zone. Expect heavy equipment, noise and the smell of hot asphalt. Entrances and walkways are kept as clear as the job allows.

Signs it is time to call

  • Cracks that connect into a web pattern
  • Potholes that keep returning after patching
  • Water pooling in the same places after every storm
  • Customers or tenants complaining about rough ground or trip hazards
  • Faded lines and accessible spaces that are hard to see

Rules for larger projects can involve permits and stormwater review through the City of Tampa or Hillsborough County, so mention your plans early. You can also read about our full range of work on the home page.

Questions about paving in Tampa

What is the difference between mill and overlay and full replacement?

Mill and overlay removes only the top layer of asphalt and replaces it, leaving the base in place. Full replacement removes everything down to the base and often rebuilds it. Mill and overlay costs less and goes faster, but it only works if the base is still sound. Deep cracking and soft areas usually point to full replacement.

Can the lot stay open while you work?

Often yes, in phases. Part of the lot is closed and paved while the rest stays open, then the crew switches. This takes careful planning with the property manager and tenants. Some jobs are better done on a weekend or overnight, if the property allows it. Tell us about your hours and deliveries when you ask for a quote.

How do I know whether my lot needs repair or a new surface?

Look at the cracks and the ground. Thin, scattered cracks and a faded surface often respond to sealing and repair. Interlocking cracks, sunken areas and potholes that keep coming back suggest base damage. A site visit gives a clearer answer. We will tell you honestly if a lower cost fix is enough for your lot.

Do commercial paving projects need permits in Tampa?

Maintenance such as patching or resurfacing may not, but new paved area, changes to drainage or a complete rebuild can bring permits or stormwater review. Requirements differ between the City of Tampa and unincorporated Hillsborough County, so confirm with the right office. A property owner or manager usually handles that, and we can describe the scope to help.

Is striping included in a new parking lot?

Not always. Striping is often quoted separately, and it should be listed clearly in the written quote. New asphalt needs to cure before it is marked. Accessible spaces and aisles have layout requirements, so ask us to include them. Our line striping page explains how that part of the work goes.

How long will a new parking lot last?

Life depends on traffic, thickness, base quality and drainage. A lot that sees mostly cars lasts longer than one with daily truck traffic. Regular crack filling, sealcoating and good drainage extend the life of the pavement a great deal. Neglected lots, particularly those where water sits, break down much sooner.
